Planning an outdoor kitchen in Naples, FL

Three things shape a kitchen in Naples: the water, the setbacks and the storms.

The water sets the frame. We plan the kitchen and its gas, power and water connections for the flood level of your lot, and place it where the city's setbacks allow a counter at working height.

Near the Gulf and the bay, the materials have to handle salt air: FREILUFT cabinets use 5/16 in (8 mm) marine-grade aluminum, finished with Off-Shore powder coating with a chromate-free, nano-ceramic pre-treatment. Clean aluminum and the coating with mild soapy water, clean natural stone without acids, and lubricate the hinges twice a year.

Naples is its own city in Collier County, with its own building department and its own rules. Not every home with a Naples address lies within the city limits, so we check first which rules apply to yours.

A city on the water

Naples was platted in 1887, incorporated as a town on December 1, 1923, and became a city in 1949. The Naples Pier was first built in 1888 and has been rebuilt after hurricanes in 1910, 1926, 1944 and 1960. After Hurricane Ian damaged it in 2022, the City began replacing it in 2026 with a structure raised by at least three feet. The City of Naples lies close to sea level, fronted by the Gulf, with Moorings Bay, Naples Bay and canal systems running through it, and the City describes it as particularly susceptible to flooding from major rain events and storm surge. Hurricane Helene in 2024 flooded parts of the city, in some areas more than 30 inches deep.

Permits and design review

Within the city limits, the City of Naples Building Department reviews and inspects construction permits under the Florida Building Code, 8th Edition (2023), and for properties outside the city limits the City refers owners to the county or FEMA flood maps. Contractor licensing registration for work in the City is kept by Collier County Contractor Licensing. The City of Naples Design Review Board reviews architecture, landscaping, lighting and signage for projects in commercial, multifamily, planned development and public service districts, while single-family zoning districts are not subject to design review. Private deed restrictions can still require an approval, as in Port Royal. Since July 1, 2026, a state law exempts some minor work on single-family homes from building permits, but in Naples the exemption does not cover electrical, plumbing, mechanical or gas work, or any work on a property in a flood hazard area.

Where the kitchen can stand

In Naples, structures under 30 inches high, other than pools, do not count as encroachments into required yards, which must otherwise stay open above that height, and fire pits, fire torches and portable grills are not considered encroachments in side and rear yards. Barbecue pits, terraces and other structures without a roof are not counted in lot coverage. For planning, this usually means: a kitchen at counter height belongs inside the buildable area of the lot, while a fire pit or a portable grill can stand in the side and rear yards. For a fuel gas permit in Naples, the site plan must show where outdoor fueled appliances sit relative to the property lines, and all tanks must be anchored against flotation. Above-ground tanks that are not elevated are not permitted in VE zones.

Flood zones

New FEMA Flood Insurance Rate Maps took effect in Naples on February 8, 2024. The Special Flood Hazard Areas in the city include Zones AE, AH and VE, and Zone VE is a coastal high hazard area where waves of 3 feet or more can cause structural damage. Almost all permitted development in the City of Naples requires a floodplain review. If the cost of improving a building equals or exceeds 50 percent of its market value, it must be brought into compliance with the City's flood rules, including elevation to or above the base flood elevation, and the City bases that value on the Collier County Property Appraiser's assessment. The City of Naples floodplain code defines flood damage-resistant materials as materials that can withstand direct and prolonged contact with floodwater without damage that needs more than cosmetic repair. The City's Building Department warns that water heaters, electrical devices and air conditioners are often installed below flood level when the site's flood level is not passed on to all subcontractors. That is why we plan the height of appliances, sockets and gas connections together with the flood level of your lot.

Storms, wind and rain

The National Hurricane Center puts the maximum storm surge inundation in Naples during Hurricane Ian in 2022 at 6 to 9 feet above ground, and the tide gauge on the Naples Pier recorded 6.18 feet above mean higher high water before it was destroyed. In Collier County, 33 buildings were destroyed and more than 3,500 sustained major damage. Naples is not in Florida's High-Velocity Hurricane Zone, which the Florida Building Code limits to Broward and Miami-Dade counties. For Collier County, the county's chief building official gives a minimum design wind speed of 150 mph for a Risk Category II structure, rising to 170 mph in some regions. The Atlantic hurricane season runs from June 1 to November 30. A FREILUFT kitchen is built to stay outside year-round and has storm hooks in the plinth that secure the doors; before a storm, secure everything loose. The National Weather Service in Miami marks the South Florida rainy season from May 15 to October 15, with near-daily showers and thunderstorms and nearly 70 percent of the average annual rainfall, and lists an average of 36.08 inches for Naples Municipal Airport in that season.

Beach, trees and mangroves

On Gulf-front lots in Naples, any new construction seaward of the coastal construction control line needs a permit from the City in addition to the state's coastal permitting, and for a new nonhabitable structure the neighbors are notified and have 14 days to comment. In Naples, new outdoor lighting within 300 feet of the mean high-water line or visible from the beach must be kept to the minimum, low in intensity and shielded from view from the beach, and floodlights and landscape or accent lighting are prohibited. For existing buildings, lights visible from the beach must be switched off from 9 p.m. to sunrise between May 1 and October 31 unless they are shielded. In Gulf-front gardens, we plan the kitchen lighting with these rules in mind. The City of Naples tree protection chapter governs city-owned trees, such as trees in the public right-of-way, and a tree alteration permit is required before any city tree is altered, trimmed, disturbed or removed. Under Florida's Mangrove Trimming and Preservation Act, homeowners may trim mangroves in a riparian fringe themselves only if the trees are no taller than 10 feet and are not cut below 6 feet, and otherwise a professional mangrove trimmer, and in some cases a permit, is required.
